No pilot is not on. 
If Knob rotates completely then knob requires replacement, you cant tell which position knob is in.
Turn knob to pilot, introduce flame at the pilot head, push back knob and pilot should light, hold in for 20sec for thermocouple to get hot. When you release knob if flame goes out then a new thermocouple is required.
If pilot stays on then turn knob to on and machine is ready to turn on.
